Annapolis attorney H. Winship Wheatley, III combines private legal practice experience with more than 30 years of management experience in the student transportation industry. Most recently, Mr. Wheatley completed over 18 years as the transportation director of a Maryland public school district servicing over 75,000 students.
A three time delegate to the National Congress on School Transportation, past president of the Maryland Association for Student Transportation and Maryland Motor Vehicle Administration Advisory Board, Mr. Wheatley has considerable expertise in contract negotiation, management and document development; accident causation and prevention; regulatory requirements for personnel and equipment; benchmark analysis for safety and cost issues; systems management; and best practice initiatives in school bus, motor coach and passenger transportation industries.
Mr. Wheatley recently completed an eight (8) year term on the Board of Directors at Providence Center, Inc, a non-profit entity primarily engaged in providing key services to adult aged developmentally limited persons residing in Anne Arundel County, Maryland. The primary focus there was in the finance and transport operational arenas. He has also served on the Board of Directors for the Annapolis Film Festival. .
