Samuel J. Brown was born on August 18, 1951, in Homestead, Pennsylvania (a suburb of Pittsburgh). He moved to Annapolis, Maryland in 1962, at the age of 11. In 1969 he graduated from Annapolis Senior High School and attended the Anne Arundel Community College and received his AA Degree in 1971. He then transferred to the University of Virginia, where he obtained his BA Degree With Distinction in 1973. After graduation he immediately entered the Washington College of Law, at American University, in Washington, D.C., where he obtained his Juris Doctor degree in 1976. While at the law school, he served as President of the law school student body.

Mr. Brown began his practice of law in Maryland in 1976 with the law firm of Hillman & Hillman. He began under the tutelage of Noah A. Hillman who served the City of Annapolis as its Mayor, Alderman and was founder of the Historic District Commission. When Mr. Hillman passed away in 1977, Mr. Brown formed a new law firm with Richard Hillman, the future Mayor of Annapolis, on January 1, 1978, under the name of Hillman & Brown.

In 1979, the firm became known as Hillman, Brown & Darrow, P.A., when Michael Darrow joined Mr. Brown in the practice of law. In 1981, Richard Hillman became Mayor of the City of Annapolis, at which time he exited the law firm in order to begin his term as Mayor.

Mr. Brown has been practicing law in Anne Arundel County for 32 years in the same firm and out of the same building since 1983. During that time, he has been involved in the following events:

  1. Governor's appointee to the Maryland Judiciary Commission for the selection of judges in Anne Arundel County.
  2. Member and Director of the Annapolis Chamber of Commerce (1978).
  3. Chamber of Commerce Board of Directors 1983 through 1985.
  4. Board of Directors of Maryland Seafood Festival 1980's
  5. President of Anne Arundel Community College Alumni Association.
  6. President/Board of Trustees of Sts. Peter and Paul Antiochian Orthodox Church.
  7. Member of his church choir.
  8. Ad hoc Director for DTF, the parent corporation of McCrone Engineering.
  9. Speaker for the YWCA programs on battered spouses.
  10. Transition Committee for County Executives Lighthizer, Neall, Gary and Owens.
  11. Designee from Broadneck High, Severn River Middle and Windsor Farm Elementary School for the interview for the selection of the Superintendent for the Board of Ed.
  12. Member of CAC and SIT for the Board of Education in Anne Arundel County, specifically representing and working with Severn River Middle School and Windsor Farm Elementary.
